Job Overview:
The Data and Applications Services Manager to lead the creation, deployment and maintenance of data-related services and applications. He/She will oversee design, implementation and optimization of application solutions related to data management; ensure availability integrity security of assets while encouraging collaboration across technical teams as well as stakeholders.
Duties and Responsibilities
- Manage a team of data engineers, application developers, and analysts in providing high-quality data services and applications.
- Develop training plans for the staff under its unit or department and ensure the execution of training plans.
- Utilise data design and management strategies including data modeling, data governance, data quality, and data lifecycle management, and enforce data standardization.
- Ensure the successful execution of software development life cycles from requirements gathering through requirements definition, design, development, testing, deployment and post launch support.
- Design and implement reliable data pipelines, ETL processes and integration solutions in order to facilitate the collection, processing, share/exchange, and storage of structured and unstructured data sets.
- Collaborate with cross-functional teams to identify data requirements, design data models and implement solutions that address business needs.
- Oversee deployment and management of applications such as databases, ERP, data warehouses and data-hubs with optimal performance, scalability and security characteristics.
- Evaluate and select suitable technologies, tools, and platforms for application development while taking scalability, security and long-term sustainability into consideration.
- Assure compliance and adoption of best practice with data protection and privacy regulations as well as adhere to established cybersecurity regulations and standards.
- Monitoring application systems relating to data, proactively detecting performance bottlenecks or data inconsistencies.
- Lead development of data analytics and reporting applications that support decision-making within government.
- Stay abreast of emerging data management tools, technologies, trends, and practices so as to recommend their adoption to increase government data capabilities.
- Monitor application performance and user feedback in order to identify areas for enhancement and optimization, set and enforce coding standards, security protocols and development methodologies.
- Prepare and present regular reports to the senior management on team performance, project status and key metrics.
- Perform any other duties as assigned by senior staff.

- Master’s degree in information systems, Information Technology, Computer Science or an MBA focusing on Technology with at least five (5) years post-qualification experience in software and application development and a minimum of three (3) years in a leadership or management role OR
- Bachelor’s degree in information systems, Information Technology, Computer Science or related discipline with at least ten (10) years’ post-qualification experience in software and application development and a minimum of five (5) years in a leadership or management role.
- Certification in data management such as Certified Data Management Professional (CDMP), PMP, PRINCE 2 or Enterprise Integration Technologies will be an added advantage.
- Previous work experience in government or similar public sector environment will be an added advantage.

- Demonstrate expertise leading and managing technical teams, possessing strong interpersonal and leadership capabilities.
- Proven expertise with database management systems, data warehousing technologies and integration strategies.
- Proficiency with programming languages such as Java, Python, C#, or similar languages.
- Expertise in service-orientation and systems integration.
- Expertise in digital transformation initiatives or large-scale software modernization projects.

- Familiarity with data analytics tools including data visualization and business intelligence software packages is necessary for successful performance in this role.

- Excellent communication and interpersonal skills, including written and verbal skills that enable effective interaction among technical and nontechnical stakeholders.
- Knowledge of cloud computing platforms and services such as Amazon Web Services (AWS), Azure or Google Cloud Platform.
