Formulation of the National Child and Vulnerable Groups Online Protection (C&VGOP) Policy by the Ministry of Communications and Digital Economy (MOCDE)

On Friday, July 26, 2024, the Ministry of Communications and Digital Economy, in close collaboration with the Ministry of Gender, Women, Children, and Social Welfare, conducted a kickoff meeting and consultative workshop (online) for the formulation of the National Child and Vulnerable Groups Online Protection (C&VGOP) Policy. The consultative meeting, held online, included approximately thirty (30) stakeholders from various sectors, such as content providers, internet service providers, civil society, community development, regulators, and public and private institutions. Face-to-face meetings and round-table discussions will follow towards development of the Policy.

This initiative, spanning a 6-month period, was awarded to Prof. Salma Abasi of the e-Worldwide Group through an individual consultancy under the World Bank-funded Digital Transformation for Africa / Western African Digital Integration Program (DTfA/WARDIP). As part of component 3.2 (Cybersecurity) of WARDIP, this activity aims to deliver the following in addition to the policy:

1. Plan of Action (PoA) for Special Awareness-Raising Programs on C&VGOP

2. Standard Program for ISPs/GSM/Content Developers to Ensure Trust in Their Services Regarding C&VGOP

3. Monitoring and Evaluation (M&E) Framework

We hope that once these expected deliverables are in place and adopted, they will lay the foundation for the first-ever online protection policy for the disadvantaged sections of our populace.
