Job Overview:
The Director of Finance and Administration with strong strategic and numerical skills, will be responsible for overseeing all accounting and financial operations of the Gambia Information and Communication Technology Agency. He/She will be responsible for ensuring compliance with government procedures and effective accounting and financial management.
Duties and Responsibilities
- Accounting and Financial Management:
- Implement best-practice accounting and financial policies, procedures and
internal controls that will ensure accurate financial reporting, compliance with
regulations, and accuracy of financial reporting. - Direct the general accounting operations and processes.
- Prepare, monitor and manage the annual budget to ensure that resources are
allocated appropriately for the organization’s goals. - Financial analysis, forecasts, and reports should be accurate and timely to help
senior management make strategic decisions. - Supervise the preparation of financial reports, such as balance sheets, income
statement, and cash flow statement. - Co-ordinate with external auditors in order to successfully complete annual
audits. - Offer advice and updates to the Director General regarding spending and budget.

2. Government Accounting and Financial Management:
- Adhere to The Gambia Government’s financial management and accounting processes.
- Assure compliance with all government regulations, taxation policies, and
reporting requirements. - Work with government agencies to resolve financial and regulatory issues.
3. Administrative Operations
- To ensure smooth operation of the organization, supervise administrative staff including HR, procurement and facilities management.
- Implement administrative policies and procedures in order to maximize operational efficiency.
- Manage vendor relationships, negotiate contracts, and oversee procurement.
- Maintain and monitor organizational assets such as facilities and equipment.
- Perform any other duties as assigned by senior staff.
4. Team Leadership:
- Lead and guide the administrative and finance teams by fostering a culture that values collaboration, accountability, and continuous improvement.
- Mentoring and developing staff to facilitate professional growth and skill improvement.
- A Master’s Degree in Finance, Accounting, Business Administration or related
discipline with at least seven (7) years post-qualification experience preferably in public
sector OR - Professional qualification in Financial and Management Accounting, such as fully
qualified ACCA, CIMA or CPA with at least seven (7) years post-qualification
experience preferably in public sector. - Familiarity with The Gambia Government’s financial management and accounting
procedures. - Experience in the Information and Communication Technology sector.
- Familiarity of government tax, procurement, and audit processes such as GPPA, NAO
and GRA.
- Knowledge of the principles, practices and regulations governing financial management.
- Ability to interpret financial data and strong analytical skills are required for strategic decisions.
- Strong IT skills such as Microsoft Office, Spreadsheets, Accounting applications, ERP systems (preferably IFMIS).
- Communication and interpersonal skills are essential, as is the ability to work effectively with colleagues from different departments and external partners.
- Leadership and team management skills.
- Expertise in project financing.
